When you add a biller that is E-bill-capable, WebPay will automatically ask you if you want to receive E-bills for that biller.  For an existing biller, you can sign up for E-bills by clicking on the "e signup" link located next to the biller name within your "Payment Center."  You can also sign up for E-bills under "Manage My Bills."  To do so, select the biller that you will be adding E-bills to.  Click on the radio button next to "Add an electronic verison of my bill."  It may take the biller a couple of weeks to process your request so you can begin receiving E-bills
